There are only 3 issues that cause this. first is the temp sensor that screws into the radiator. if that does not close the connection at a certain temp it will not allow the voltage to be relayed to the relay box under battery thus the fans will not come on when car is getting warm. second is the relay box itself.

On this vehicle (2003 audi tt) the j293 coolant fan control control module (front left engine compartment, next to radiator) is responsible for activating the fans. it receives input signal from the hvac controller to activate the fans, it also receives inputs from the f18 coolant fan control thermal switch to run the fans which is to cool the engine as needed. Hi welcome to ja,there are two common problems with intermittent fan operation on the tt's. there is a coolant switch on the left side of the radiator that can go bad and cause the fans not to operate. also, the two fan motors themselves can become worn and cause the fan controller to overheat as well as the fuse supplying the fans.
