Turns out the radiator fan is not kicking on at all. regardless if the ac is running or what temperature the coolant level is the radiator fan does not engage. i've tested the harness to the fan assembly, and it is receiving power (14~ volts). the fan moves freely by hand. i'm wondering now if it may be a bad temperature sensor or the low speed.
