Organized criminals. the laicosts are hardly a bunch of petty thieves. laicost society organizes itself by nests, tight knit clans of soldiers and their families. each nest is lead by the fastest member, the laicost nest boss. a region can have as many as three to four laicost nests operating at any given time.
